Cornerstone of Scientific Progress
Peer review is a cornerstone of scientific progress. The quality of scientific results in articles submitted to a scientific journal or research projects submitted to a granting agency is assessed by an international group of experts. The experts are chosen by the person in charge of coordinating the review. In the case of the scientific journal this is the function of the editor, in the case of granting agencies it is an expert scientist on the review panel. The editor or coordinator is a renowned and experienced scientist with a broad network of contacts from which she or he recruits the external reviewers. Based on the expert reviews the journal editor makes recommendation whether the article should be published or not and the review coordinator makes recommendation whether the grant should be funded or not. Peer review does not only result in a Yes/No decision about publication or funding but also provides important constructive feedback that improves the scientific knowledge.

Principles
The scientific and technological background of projects are evaluated by two or three independent international experts. Key to the quality of this process is (1) the selection of the review experts and (2) the independence of their judgment.
(1) evalueSCIENCE Experts and their reviewing peers are leading specialists in the field of the project under review. The selection of review experts is performed by a member of the evalueSCEINCE Expert panel. Members of this panel have an up to date overview on scientific findings, know of entrepreneurial processes, and possess an established network in the scientific community. They provide their own global academic network to evalueSCIENCE. Furthermore, they have experience in the peer review process from their work on the editorial boards of leading journals or on grant review panels.
(2) The independence of the reviews in the academic area is guaranteed by the anonymous character of the process. Objectiveness and confidentiality are key to the successful peer review of evalueSCIENCE. In the case of projects with a commercial aim, the reviewers proposed by the evalueSCIENCE Expert are discussed with the authors of the proposal and confidentiality agreements are signed between evalueSCIENCE and the reviewers. The evalueSCIENCE Expert performs the evaluation of the external reviews and makes an investment recommendation. | |
